Perhaps as many as 2,600 of the 3,000 stamps sent on invoice 195 were sent to sub-offices, leaving around 400 to be used in Chalco itself. Upwards of 1,500 of the stamps on this invoice were sent to the largest sub-office, Cuautla de Morelos.This is just one example of scarce main office use.
